Niki poster clearly says “ALL USER OFFER”. So point 1 is ignored.
I think we can rule out the 2nd point as a concern because this exact point is given in the tnc of their general offer of 50% cb upto Rs 200 (https://www.paypal.com/in/webapps/mpp/online-sh...) which has been on for a few months now, and this condition has not come in the way of any user.
