The offer is valid from 27 August to 25 September. And one transaction will be counted in a month. So unless you have done your first bill payment in August, you are not eligible for this offer since you will not be able to make 2nd transaction.

No, you are only required to complete your first credit card bill payment between 27 August to 25 September. 2nd payment can be done after September 25
One question though. How should we make payment? Can we pay with credit card? Or only wallet balance or debit card is allowed to receive cashback?
I mean wouldn’t it be cool if we can pay credit card bill from that credit card itself. 
These payment companies are in the business of finance and risk management. So expect some sanity..and bugs that may come also tend to get closed over a periond of time as they discover and deliberate a solution:)
As for this, I could see payment thru internet banking.. paytm bank or almost all other banks r there as option!!

I think icici gives max 100 payback points
I was paid 1st bill on 31 August and 2nd on 1 September and got 100 instant on 2nd payment of 3000.
ICICI stopped giving payback rewards points on netbanking transactions last year itself. Earlier they were giving My Savings Rewards on netbanking credit card bill payments as well.
They did lot of marketing for this program few years back
Update: I have installed Paytm android app on Bluestacks. I can see the option for all visa cards now.
