Yes I suspected the same thing. Amazon Pay Offer is for first eligible offer (Order amount > 500 paid entirely through Amazon Pay)
But that would be only 10%. So unless one really wants to purchase something urgently, one may give it a skip for the second purchase..

True. This I have been observing for the past 2 months. No stock of many Items and for the few Items available are not part of SVD 
And, also reduced the cashback too compared to earlier SVDs (until 3months back) ..
But, I’m yet to find any better offer then Amazon SVD yet, Paytm has 35% cashback, but if we calculate almost any items will be cheaper on Amazon, especially during SVD, as during SVD almost all the items that I buy are much closer to lighting deals discount already, on top of that you also get approx 24% cashback. + Plus Paytm has much less options compared to amazon any day. Big basket also the same story except that they have a bit more stock. but they also have vegetables and fruits, so that is plus point for those order more veggies online and less other stuff.
Btw, my order from Amazon was reaching almost 6.5k for this month, had to make quite a lot of cutting, to get it down to 5.2k. Family stuffs. 
, Probably will have to order during weekend offer again. Initial months was struggling to make it 5k, but now its easy, as we already know what to order for next whole month and we stock accordingly. though its true that sometime items are limited, but once you get used to it and never forget to add that item, whenever you order. Most of the time it will be okay. This time, I was short on Mustard oil, as they only allow 1 bottle. So, I will try to add 4-5 bottles of it, if I make any purchase during weekend offer.
