Tagged him many times, he replies instantaneously. Once i also thought that i hv tagged wrong id but he replied in secs which made me believe that the tag is correct. It notifies the right person.

You can check all of the tag links in this thread. They are all pointing to the wrong dexter1989. It was perhaps just a coincidence that he saw your posts and replied. Or perhaps the tagging algorithm chooses one of the two users randomly. By the way, you might not be aware, but this is a known bug for many users.

Means i was correct. Upon clicking/tapping the username it takes u to the wrong id but notifications are always sent to the correct one.
