Whichever you like. 
1) Repair PC by installing OS CD/DVD
2) Restore Last Success Backup / Password reset disk
3) If you have more then 1 drive install OS in other non important drive so that you can access important drives
4) If your using non admin account then by pressing CLRT + ALT + DEL in login screen here by typing Administrator you can enter into pc without password if you didn’t setup admin password

Insert Windows CD/DVD —> repair your computer & Overight “windows\system32\utilman.exe”
Remove the hard drive. Put it inside a hard drive enclosure. And connect it to another computer using USB and get all the files that you want.
