Should I contact Police for the family issue?

One of my relatives (male) is living abroad and is giving mental torture by calling sometimes or visiting our house for a small amount his wife gave to our family years ago without his consent and he came to know about that very late.
He just uses bad words and gives warnings of destroying things.
He also warned me to take this to a court.
We are not owning anything of him now as whatever was given by her wife spent away.
I need your suggestion guys on this.
Should I visit police and raise concern of my security?
Should I give a written letter to police that this relative is dangerous and will be the reason of my death if it happens?

Amount used in sister’s marriage
We told him that give us the details and we will pay to straight away.
He wants money back buy his wife does not want us to pay back. She says it will hurt her and not good for their status in society.
If he wants his wife to pay the amount , Why is he threatening/ visiting your house ?
He comes alone to abuse us. His wife does not want anything back.
Instead of going to police stn. and raising complaint against him (as it still worsens the situation), just talk to him peacefully by explaining in detail how that amount spent and find out what he wants exactly. As you are already ready to pay, request him that you want to pay (you shouldn’t be aggressive here while dealing with him).
If require have some one common relative/friend (who’s respected and adorable by both of your families) to intervene in this matter and able to convince him(or you).

He stayed calm for few months and same again…
He keeps shouting very loudly in our society whenever he comes India just to let other people know. This issue is on since 2007-2008. He helps other people in UK and likes to be smart. He does this intentionally.
Spent away by who? What about paying him back that amount? More details pls
