I had submitted a deal but that didn’t came on website. After 30 mins I saw that deal to be posted by a different user.
Is there any specific process to be followed??

Once you post a deal it goes under moderation. One of our team member would then approve it. If anyone posts after you, we will merge it in to your deal.
