(2) A maximum of one transaction per user is allowed.

They will ask you to do mobile verification only if you are signing up via the 20% discount promo. I do NOT think there is a way to bypass this.
As we have learned so far, you can get multiple vouchers in the same PayUMoney account so if that was the reason you wanted to create multiple PayUMoney accounts, you don’t have to. On the other hand, if you wanted to create new PayUMoney accounts to get the additional 20% new-user discount and you have run out of mobile numbers, then you are out of luck, bro!

Don’t know whether they have changed it today or not.
