I registered, added amount and played. Then contactec customer care..They told that this is for new users and since you had registered earlier in My11 circle you are not eligible. I argued that I never added cash in any of your apps so I should be eligible. However, the esteemed Rummy circle CC team denied point blank.

They usually block if you dont give pan / aadhar. Will unblock after you submit or if you access multiple accounts from same device .
