I’ve been using a Huawei E173 modem that I bought 2 years back for about 1200 from eBay. Most Huawei data cards can be unlocked even if they are sold as being tied to an operator. Nowadays you can get a 21Mbps Huawei data card for around the same price I paid for a 7Mbps one. See these:
