Is it true that tatacliq never delivers any product? I had ordered something without reading reviews online, now tensed that still the product is not delivered yet 
Nope, that is false.
I’ve ordered many products like philips kettle, LG 4k TV, etc and all delivered in good condition, although shipping not as fast as amazon or flipkart as sellers use 3rd party couriers like bluedart etc. Last week back ordered pendrive which was already at lowest price online on tatacliq & used 15% coupon + cred wallet and rcvd product in 3 days.
TQ customer service is slow & works in traditional customer service manner only.
Products being delivered or not majorly depends on sellers.
