Same message for me too. 
If someone needs to get cashback then they need to link new bank account to PhonePe VPA but then also they can say that this user has received cashback before and hence you are inelegible for this offer.

plz dont transact now, bcz the main tnc is that who got previously 100 rs cashback on 20 june or so on, they are not eligible for now.
so i think all dimers used previous offer, thats why nobody got cashback
I used another account in which i have not transacted in previous offer. Got same message . No Cashback
