is your son mentioning about ONLINE MODE.
i am not sure about ps5 version but i have acquired GTA 5 PC version for free during festive season in EPIC. i don't regularly play ONLINE Mode but tried once so i can confirm i am able to play both Story Mode and Online Mode without paying any extra.
