You can buy using UPI, debit/credit card and use on any Merchant UPI QR.

Now Scan any merchant UPI QR and pay (GooglePay Merchant UPI QR working).
Note - P2PM UPI QR is not supported. Some small merchants from Paytm & phonepe offer P2PM UPI QR.
Also Wallet loading via UPI is not working on Paytm, Slice (Money debited & reversed).
Bajaj full KYC users also send payment request to your Bajaj wallet UPI ID and pay through Bajaj UPI gift card

First of all Note - 2% discount offer sometimes showing and sometimes discount is not showing, if discount is not showing then go back and retry and choose any other gift card Categories like good luck, happy birthday etc category and proceed.
I dnt know yet but you can try any website where UPI QR code is generated for credit card bill payments.
For example -
1) Billdesk credit card bill payment site, search on google with your bank name like "SBI billdesk" and you will get billdesk link - https://pgi.billdesk.com/pgidsk/pgijsp/sbicard/...
"Axis billdesk" - https://pgi.billdesk.com/pgidsk/pgmerc/axiscard...
2) Try freecharge website credit card bill payment, go to this link and login and generate UPI QR - https://www.freecharge.in/credit-card-bill-p...nt
3) SBI unipay also generate UPI QR for credit card bill payment. Remember, SBI unipay website complete your UPI scan and pay within 2 mins, otherwise SBI website showing payment will failed and no try SBI unipay and at night. also open website through desktop/laptop and login users can pay custom amount bill - https://customer.sbiunipay.sbi/CustomerPortal/q...
Note - Bajaj wallet full kyc users also send UPI checkout request money to your Bajaj Wallet UPI ID and pay through your Bajaj UPI gift card (if any website support UPI payment request for credit card bill pay then try).

when i pay with cc for this upi gv it directly redirects me to paymet completed page and fails the payment without showing me otp page.

UPI doesn't seem to be working from web portal. I am full KYC, on beta since long but haven't yet got gift card option. Somehow @abhishek012 always gets all the newest beta features. All the wallets and banks love him 😂

If gift card is not showing then this is not roll out to your account. Only few Bajaj app latest version beta users got this option.
@abhishek012 finally added the purchased gift card by clearing cache and data and then uninstall> reinstall> login method. 
I'm full kyc user but sending UPI request thru apps like bhim or my bank doesn't allow payments from gc. Only a merchant qr can help I guess.

Yes you can pay to only Merchant UPI QR. Some P2PM UPI QR or wallet add money also not working.
Also note - new UPI register or UPI reset (app reinstall) limit is 5k for next 24-48hrs.

Best option is that buy Bajaj pay gift card using RuPay CC on UPI and pay to any CC bill pay or any merchant UPI. No charges.

AFAIK, per day limit is 5 gift cards purchase but no idea about monthly limit.
