Yes. You will get the additional discount only if the cart value is above 299. But I want to know whether you are getting 20% FLAT discount on all orders above 299 or is it UPTO 20% with different products having different discount percentages?

It will still be worth it to buy it if you are going to order with a cart value exceeding 299rs(check tncs if extra discount conditions for upto 20% off is different for you )

It is worth it if you are going to shop for more than 299rs as it gives more discount on products if cart value is above 299rs Or if you want free deliveries on orders above 99rs otherwise , it is not

They are rolling it out slowly it seems... It is offered in one of my accounts and not available on second.... So if you haven't received the offer, you will receive it later. Doesn't do any harm as it is limited for 1 month. So weather the 1M starts now or 15 days later the duration is still the same. So no problem... There are few minor benefits here an there, but its is not that you will get a good regularly used product at 20% discount as the banner makes it appear.
Yes you are right , some products aren't even discounted . But some essential daily products like atta are showing at a discounted price . And some products like chips offer only 1rs off😹
