Vaccine developed by private companies. Govt will decide what should be price without knowing cost of it?
Who will pay for their R&D cost or Royalty free, cost of importing some material, cost of expensive machinary, cost of top scientists, transportation.
Govt can get Vaccine at reasonable rates and can pass to citizens free or at subsidized rate. similar to Polio Vaccine. If some one want to purchase at Rs.600, let them buy from priavte hospital. similar to that Govt providing polio vaccine free but many people giving to their kids in private hospital buy paying amount.
If govt force to reduce price, no company will do R&D for any such new disease in future.

This is the list of what the EU is paying:
Oxford/AstraZeneca: €1.78 (£1.61).
= Rs.161 while Indian govt is paying Rs.157.5 …. This is for made in EU vaccine where costs are higher.
