Aadhaar pan link query

I have not linked my aadhar and pan, iam trying to do it now but seems like I have to pay 1000rs fine to income tax dept before doing it. Is there any way to link aadhar and pan without paying this fine or the fine is mandatory.

How new pan will help ? Because he has to change pan from bank account where old pan is linked.
