well within your budget
A13 Bionic is a beast and iPad OS is in a league of it’s own. Samsung stands nowhere infront of it. It will last you five years easily.
I am currently using 6th gen iPad that I bought for 23k in 2019. Funny part same thing was available for 18k in 2018 BBD and I missed it.

bro close your eyes and go with iPad 9th gen. and get an Apple Pencil.
iPad currently available on Amazon with HDFC card offer brings the cost down to Rs 27900 and another 8-9k bucks for Pencil. Don’t go with Android. It’s a curse and you’ll regret it.
