I wanted to know that is the plan truely unlimted….or is there any throttling after certain amount…how is the speed>>??

it is not a plan… is a data STV (i.e. you will need a separate base plan.
It is mentioned as truly unlimited data, if any limit (or speed throttling, it would have been mentioned there)
Regarding speed, don’t ask in a general forum like this as data speed depends on a lot of factors… but use and experience (there are plans which gives data balance as freebies try with those at your location at different times to get a complete idea.)

now any plan recharged will work as a base plan on bsnl……and I wanted experience from some one who is already using the plan…

The point I wanted you to understand is, experience of any user sitting 100s or 1000s km away from you won’t help, as any network is not even constant within a city/town itself… you should ask around friends– and also try with less amount plans first (as data-speeds also depend on handset) to make sure.

Speeds won’t differ for people with different plans though.
