@dip08 ... very broad question ... please narrow down your question a bit else go through website of both the banks and figure out what suits your needs
for locker, I've no idea with any of the 2 banks mentioned
if you're not looking for RuPay Select debit card ... go with Bank of Baroda Lite Savings A/C and get 2 RuPay Platinum DC by maintaining Rs. 3k QAB
Open BoB Lite Savings A/C online ... don't opt for SMS alerts and debit card at the time of opening. After account is opened, generate FREE virtual RuPay Platinum DC. Then request for physical RuPay Platinum DC and maintain Rs. 3k QAB to avoid issuance and annual fee on physical DC
I think, according to ease of access and offering ... it's the best I can suggest at the moment

I have a locker at Union Bank and yearly charges are Rs 1652 including all taxes. Though they updated their mobile app "Vyom" , it lacks the finesse.
