Still if consulting the forms whose daily bread-butter is to participate in or advice on such 'nilaami'/auctions, one can have a reasonable chance.
For actual highend, luxury apartments or crème de la crème business projects, the top management of the lending agencies or politicians/ bureaucrats somehow influence these auctions too or have proxies.
