Bank Charges for Failed IMPS transaction

I did imos transfer from south indian bank.. transaction failed and amount got debited..Next day amount refunded to my bank account..but they charged imps charges for this transaction..
Do they allowed to charge for failed transactions too?
I repeated the same transaction .it's failed again and they charged my account again..

Guess it depends on the bank policy. Don't think RBI got anything related to the reversal of service/operational charges but you can write to bank grievance cell for refund
