Banks which can offer paper based application for credit card

As online credit card application is getting rejected from banks where I don't have account ( axis / indusind) , want to know if these banks or Any other bank which has paper based application form ( the old way ) ?
Appreciate such information , needed mainly for Rupay credit card.

If your application is rejected. That means you are not eligible or trusted due to Several factors.
You need to establish savings account relationship with bank & wait for few months.
Also, if you opt for paper application Greta Thunboorg + oothers will haunt you.
