I am curious. Doesn't Tata Neu Infinity Rupay HDFC give rewards points if you scan UPI at petrol pump and pay via RuPay CC on UPI?

Instead of getting another credit card, use one of your existing cards that you want to get a spend-based waiver on annual fees.

I haven't compared but my brother boasts of his Axis Indian Oil Card. Is it actually better than other fuel cards 

I am using Citibank Indian Oil card , it gives best RP and full 100% charges reversal.

1RP for 150 spent

Also you can redeem 1RP as ₹ 1 against fuel transactions.

Only and major con is that it is limited to select IOC outlets ( NOT all IOC).

Also now CITIBANK has sold their personal banking business (including Credit card) to Axis.

So Axis Also has similar IOC card.

Compare both and go for it.
