Such old gen system can easily run fine for normal browsing and office work with Linux (eg MX Linux), use of a sata SSD is recommended, put it to use if you have one lying around. Can be kept as a backup system. Also can skip any storage or SSD altogether using live MX Linux usb stick, full incognito system on every boot. Atleast 2gb ram is recommended for any fruitful use...
As suggested, can be used for home file server, but not recommended as power used can be quite high for always-on use for such old systems.
I don't recommend windows, as any version that supports modern software or get security updates won't support this platform, while Linux happily does...

I have no idea on Chrome OS, but heard this is good for Old PC hardwares
