What are the Best Ways to pay Property Tax/Municipal Tax for Vijayawada City(Andhra Pradesh State) with Maximum Cashback?

Credit Cards my friend have:
1) IDFC Classic Credit Card
2) Flipkart Axis Credit Card
3) HDFC Moneyback+ Rupay Credit Card
4) BOB Select Credit Card
5) Kotak League Platinum Credit Card
6) RBL Zomato Credit Card
7) SBI Unnati Credit Card
But,the Problem is PAYU Gateway is Taking around 1% Extra Charges for this Property Tax payment due to which the Rewards given by any of the above Credit Cards is becoming almost Zero.Other SBI Gateway is Charging more than 1% for paying through Credit Cards.Also Vijayawada City Property Tax payment option is NOT available in BBPS or any other payment apps.So,Only way to pay this tax is to directly pay from their official Website.
1)IS AXIS FLIPKART CREDIT CARD STILL GIVING 1.5% CASHBACK FOR PROPERTY TAX PAYMENTS CURRENTLY?
2)IF THIS PROPERTY TAX FALLS UNDER THE MCC OF RENT PAYMENTS FALSELY,THEN WE NEED TO PAY 1%+GST TO CREDIT CARD COMPANY UNNECESSARILY IN ADDITION TO THE PAYU 1% CHARGES.DOES PROPERTY TAX PAYMENT COME UNDER THE MCC OF RENT PAYMENTS FOR AXIS,IDFC,BOB &HDFC CREDIT CARDS? ANYONE TRIED RECENTLY?
3)THE METHOD MY FRIEND USED LAST YEAR WAS TO LOAD MOBIKWIK WALLET WITH IDFC CREDIT CARD & THEN PAY WITH MOBIKWIK AMEX CARD WHICH GAVE SUPERCASH FOR EVERY PROPERTY TAX PAYMENT & THEN HE USED THE MOBIKWIK SUPERCASH DURING THE NEXT PROPERTY TAX PAYMENT TO NULLIFY THE 1% CHARGE TAKEN BY PAYU GATEWAY.BUT,UNFORTUNATELY MOBIKWIK DISCONTINUED THE MOBIKWIK AMEX CARD COMPLETELY.DOES THIS SUPERCASH EARNING SCHEME WORKING WITH MOBIKWIK ZIP RUPAY CARD CURRENTLY?
4)ANY SIMILAR WALLET/PREPAID CARD METHOD LIKE MOBIKWIK SUPERCASH REDEMPTION OR ANY OTHER WAY TO NULLIFY THE PAYU GATEWAY CHARGE CURRENTLY?

Mobikwik Zip Black Rupay card
Same Supercash but not sure about add money gives the rewards for mobikwik load
2500 per month free to load in Mobikwik
Did anyone try paying property/municipal taxes thru GPay using Axis Ace? Does it give 5% cashback (utilities) or 2% CB or something else??

Doesn't HDFC's Business MoneyBack give 5% cashback on Government payments such as property tax?

Looks like from 1st Jan: https://www.hdfcbank.com/personal/pay/cards/cre... no reward points given for government related transactions on this card
