On just reading the title, my first reaction is : "gali kutta prepaid card - now stray dogs can carry card on collar and visit a pet food restaurant - pay on NFC, no swipe allowed, only one ₹20 transaction allowed per day" -- yeh hi ana baaki hai... Chalo yeh startup idea main copyright le leta hoon.
NGO workers will tag them and can load balance, some people can even sponsor them and load themselves. Notified pet food restaurants will allow the bhikhari animal once a day and serve him, must upload a picture eating the meal else auto reversal in 12 hours.

Some people already use this app and transfer 2-3 lakhs per month free of cost
But now recently BranchX introduce charges on load money. Full kyc users transfer to bank or pay bob cc bill etc.
Note - BranchX app has lots of payment issue, max times your payment will get stuck and many times refund will come within 7 days.
So, try at your own risk. If you are an impatient person then this app is not for you.
