I am getting an offer of ICICI LTF card in my facebook app. If I apply through that link but change my name to a family member's name, will they get it lifetime free card?

That's not how ltf cards work. You need to get the offer in your email, banking app or through messages from the bank and that too is subjected to fulfilling other conditions (cibil, salary etc).
