Canceled SBI card and got fee waiver

So I canceled the card and they said they will waive it off. But it got added to statement. Now they are asking to make the payment and it will be refunded in the next statement. I'm not sure about this.
Is this generally how it goes?
Happened with anyone else?

On getting new card from SBI, how long we have use that card and wait to request for LTF with SBI cards?

yeah one time charge waiver works like this.. charge has to apply before it can be waived off.

but not sure of mandatory payment... bill is generated with fee applied, but they can still refund it. Ofcourse full payment is necessary before due date despite the refund as they do not consider charges refund as payment.
