Back when Tata Docomo was an active operator, I raised complaints regarding them via PGPortal, they took action for network issues and slow data speed within 2 weeks.
However, after two-three months, the issue was back.

No first hand experience, but a known aquaintance had raised complaint via pgportal and outcome was favorable as she suffered due to operator.
