Doesn't seem to be the case. I placed orders in the double digits last year (> 25), and had to return just 1 item (a wrong book) in December, yet I was warned that I'd be charged if I return any more. They're likely being inconsistent with the criteria.

Obviously looks like this is not for everyone. Only for ‘high returns’ customer.
