GST - Bill To Ship To on Flipkart at different states

Amazon and even many small online vendors have a solution where you can bill to one state and ship to a different state and still get GST credit. Flipkart did not provide that.

Is the situation still the same? I wonder if other stores can do it, why can't Flipkart.
