ULIP plans are first sold in banks .... whenever u go as it is more beneficial to them.

A client of mine had paid 60000 x 5 years = 300000 . He was a ola driver then and had good funds back then. He went to the bank manager and they sold this plan. Now after 5 years, he wants to take it back and surrender value is 2.25 lakh .
3 lakh invested and getting back 2.25 lakh after 5 years is unreasonable.
So, he has to wait 5 more years till maturity to get full benefits.
