After long waiting periods, I finally have received the card details. Registered it in MyCards, Internet Banking & BHIM App.
Now there's a major issue. I'm not able to set the card pin. UPI pin can only be set once card pin has been set.
Online transactions using card number easily succeeded because they don't require the pin. Internet Banking isn't allowing me to set the pin. Can't set it at the ATM because it's a virtual only card. MyCards only shows the IVR number to call.
Customer care says that it can only be done through IVR but after calling, it asks the last 4 digits for authentication but after entering, it says that they couldn't be verified.
Solution Update: On calling 18602660333, it first asked for last 4 digits but didn't verify. Then it asked to enter either last 4 or full card number. Ok choosing full card number, it verified and allowed me to set the card pin.
The number isn't toll free, so you'll need some balance for the call.
