[Resolved] Bluetooth Not Turning On.

I have not faced this but I can suggest you to clear/move Bluetooth Folder contents first to somewhere else using File Folder option, see if there is any corrupted file left after that. Then go to Apps, search, enabled all, then Bluetooth, clear app or Force close & open. You may also check permissions given to apps for Bluetooth and switch off all. Also, under reset phone, try reset network setting only, also change your phone name to something short and then try this. Hopefully it should work else it could be hardware error.

Not only factory reset but also system cache wipe which you get by pressing vol down and power button for 10 secs and then on the menu screen scroll down until you see data wipe etc.. Stuff like this is part of the ROM but gets stored in a separate part of the ROM which is outside the fixed part of the android system and that’s why problems like this never gets fixed easily.. Even WiFi is similar steps..I think the drivers for each type of SOC the phone uses gets stored in this area while the rest of android is mostly the same across similar phones..
