What's here subsidy means after deducting the from the total due or before deducting from the total due?
If it's before the deducting from the total due, how will the amount to be received?

Total due is shown after subsidy.
In the bill they are saying that electricity department is paying 2.9₹ more per unit. You are charged less after deducting subsidy.
