acct does not get auto linked to UPI apps. they have to be manually linked.

Real situation!!
A person X registers his mobile number (around 2 years old number) with SBI bank in his account.
Sets up UPI on Phonepe.
Asks Y to send him money. Receives text message that money has been successfully transferred. All Good.
However, when X checks his bank account there is no credit. Then he verifies his Phonepe account to see that there are 2 other bank accounts (no relation with these people) linked on Phonepe with his number (Against the bank account there is a link to "Setup UPI Pin"). The credit went into one of the two accounts.
Is this normal?? Who is at fault here? How to get the money back?

You got scammed, someone has access of your phone by screen sharing or access control software.

Exactly but since X does not have access to other bank account nor other person has access to X's mobile number. How is it possible?

Likely, the number was previously owned by someone else who already had linked his accounts. Your friend logged in, added his account but didn't remove the other 2 accounts. The old default account received the money.
Indian trash companies like PhonePe & nearly all others don't have a concept of account deletion or number updation. India's dumb population doesn't demand it, so companies don't bother but it's a hidden nightmare.
Telco companies transfer mobile number to a stranger like a pack of biscuit & there goes the whole identity, personal info & everything with it to the random stranger who can misuse it.
The old owner can't delete his accounts & personal data, the new owner struggles because he has to live with the accounts created by the old owner.
This number is around 2 years old. Linked to 2 other accounts.
Will lodge complaint with Bank Manager.

Contact phone pe support ask them how these accounts got autolinked. I think these are X person's accounts only that they opened long back but have not gone dormant and still active.
Partially correct. 1 account is his mother's bht the second account is of someone completely different.
i dont think this is possible as whenever you login into google pay you have to re-verify all your bank accounts
i dont know about phonepe but i think this has been the same with other upi apps
Most probably those accounts have same number in bank account
You can create a upi chargeback request and remove those accounts
The chargeback request will be handled by Phonepe or the bank of person who has transferred the money?
