How to ask for compensation from ICICI bank for delay in crediting refund.

I recently read a post of  @abhishek012 in which a user claimed compensation because his card closure request was delayed. 


The refund for the payment I made through ICICI Coral Rupay on the UPI network was delayed.

But I don't know if this applies to Rupay CC on UPI or not. 

I received a refund after one month. According to Paytm and Jiomart, the payment was never successful, but according to the ICICI app, the payment was successful. When I reached out to ICICI through Twitter/email, they asked me to wait for 15 days. They explained that the Coral Rupay system is new and still under development, causing issues with the refund mechanism. Their team is currently working on resolving this and assured me it would be fixed soon. I waited for the initial 15 days, but then they asked me to wait for an additional 15 days.

I am wondering if I am eligible for compensation in this case. This all occurred in October 2023, and I believe I can file a complaint with RBI within one year of the transaction. However, I do not want this situation to have a negative impact on my profile, as I have a savings account with ICICI and also use Amazon Pay credit card. I do not want to close these accounts.

Firstly, before I file a complaint, I want to confirm if you guys are certain that I deserve compensation. I just want to ensure that my side of the story is well-supported.

Furthermore, I would like to inquire if there exists any particular document or guideline that specifically addresses the use of Rupay card on UPI, as the screenshot I shared from an RBI document in 2019 does not explicitly mention its applicability to Rupay CC on UPI.

Hi, I contacted ICICI, they said that for credit cards, refund period is 30 days. I even mentioned that as per RBI any transaction that has been done on UPI network, has to be refunded within 5 days if not successful. They also said that they did not delayed the refund, merchant must had delayed that. However, I told them that on merchants end, transaction was never successful ( Merchant never received money). They, denied my compensation request. So, I am planning to escalate this to RBI. 

Are there any charges for taking this issue to RBI. 

Will I have to pay compensation to bank, if I will loose the case in the end.  ( Bank might say that I just wasted there time, so now they need compensation). 

Things that I have right now (Are these sufficient):

 1. Screenshot of paytm 24*7 contact team, in which they accepted that transaction failed and refund was initiated on 22nd and same should had been credited with in 5-7 days. 

2. Email from jiomart, in which they confirmed that they never received any payment.  In those emails they have clearly  accepted that they did not received any money, but they did not mentioned the UTR. However, in the first email that I sent to them, I clearly mentioned the UTR, and asked them if they received money against this UTR. 

3. Email from icici team, in which they have mentioned : "we regret the inconvenience caused to you. Due to technical issue there is delay in reversal. Please be rest assure, amount will be reversed back to your account by October 7, 2023"

Is there anything else I need to do to expedite this process? It has been stuck on the same thing since the first day. Should I call RBI or ICICI?

When government gets involved, process takes time as they refer rules and regulations thoroughly.

Keep patience for some more days.
