Challans are linked to RC of the vehicle. You would be stupid to just ignore it & not pay. You can't challenge whether you're in the wrong or not in this particular case as you know you made the mistake.
Best way to deal is to ask for leniency when challan is being done. Afterwards, it's such a hassle.

For Sno. 2, most probably within 15-20days after due days, you will be served court summons.
For sno.3, lokadalat majorly is conducted bi-monthly. You have to visit and accept your mistake and mention valid reason why you can't pay that much . Advocates roaming in corridor might help aswell depending on your willingness. You have to visit respective lok Adalat on relevant date and request clerk to put on your plea for relaxation in fine

They ask nothing in lok Adalat, magistrate just say reduced amount and you have to pay that.
Don't ask advocate for this they will charge you for nothing

Lok Adalat is generally conducted every quarter.
Just book a appointment and go to court and pay amount there in cash

FYI: I got 25k challan for an year+, never paid,nothing happened, took my time to get lok adalat appointment which happens frequently now, earlier it was 1-2 times in a year. Explained during my appointment that this is the first time I got challan, got away by paying only ₹2000. 🖕
I’ve helped my friends many times on this now. Example: my home maid got 18000 challan for scooty (no helmet, no license, no papers, no puc) ended up paying 400. Actually, people get scared and pay the amount. Once, you know the system, you know the loopholes

LOL. First, you can't ignore challan as OP would have thought. By challenge I meant whether OP is in the right or wrong.
Second, you are basically pleading before magistrate to lower the amount by making up some excuse (I wonder what would be the excuse for second time). For that you need to keep on tracking the Lok Adalat schedule in your region for months.
So if you were to plead, my suggestion is to plead to person who's doing your challan so you don't have to go through this hassle.
