How to file successful chargeback for Axis credit card

Long story short, My Father in law went to one of the events organized by park priviera and ended up paying, 50000 rs in EMI of 2500/month via his axis bank credit card for 3 years membership. Now he found that their service is terrible and wants to cancel his membership.
Park priviera are not helping him in any way and telling cant cancel his membership.
The transaction was done on 21st September. On 26th we filled the Axis bank form for a chargeback for not providing the mentioned services (in app the amount was still being processed to EMI) and gave in bank. But the bank authority are telling that cancellation cannot be done and the only one who can help is Park priviera.
Is there any way I can cancel the membership and get money back, or can file a successful chargeback? I don't how the process of chargeback is?

Just file a police complaint give police 500 rs n take them there for sure they have to do something
Haha. If I was there, I might have done that. But it's my FIL at a different location, and he won't do anything like that. anything that can be done through bank?
You got to be very specific about why you're filing the chargeback. Banks or cc issuers won't help with order cancellations, they can fetch you refund if/when they find out the merchant failed to fulfill his/her initial promise
The Goods/Services rendered by the Merchant are not as described. The item/s purchased or service/s paid for do not conform to what was agreed to have been supplied by the merchant or was defective. (Please specify as to what good/s or service/s were expected and what were actually delivered. Enclose any documentation that supports your claim.

Would such reasoning be eligible? I have already submitted the form. Can I provide detail explanation and give it again?

They mentioned something else, but they gave something else, and my FIL didn't read the whole document because he believed them?
