I use the following for my fuel transactions! Some months i need 15k to 20k fuel purchase and this is how I maximise the cashback and rewards on my purchases.
Citi IOCL: 2.67% return as reward points and 1% as surcharge waiver but only at limited IOCL outlets that too mostly in tier 1 and tier 2 cities. Rewards can be used directly to adjust any fuel purchase above 250. You get a message after purchase to adjust the purchase using points if the amount is above 250 and less than equal to the reward point balance.
Axis IOCL: 4% cashback in terms of Edge reward points. 1% fuel surcharge waiver. The best part is that till date i have used this card at the most remote pumps you can imagine and yet i have always received the surcharge waiver and reward points. Only issue is rewards can only be redeemed for vouchers. You can get better reward redemption options if you have better variant Axis cards.
Park+ IOCL vouchers: You can buy IOCL vouchers from Park+. There is always a 50/100 discount ongoing on purchase of 1000 rupee vouchers. If you have one card then once in a month you can use it to purchase 1500 IOCL vouchers at 1350.
Amex Gold: It gives you reward points also on fuel transactions at any petrol outlet at the rate of 1 point for every 50 rupees. Only 1% surcharge waiver is limited to HPCL outlets. For 6 transactions of 1000 or more in a month you get extra 1000 Reward Points. So for a fuel purchase of 6000 in a month you get 1120 Reward Points. Which when redeemed as cashback in statement equals to 280 Rupees at 0.25 value for each point. Giving you a good cashback value of 4.67% + 1% surcharge waiver if used at HPCL outlets. Making it effectively 5.67% which is better than any other fuel cashback cards. Also if you can get better value out of the reward points if you redeem them for 18k and 24k gold collection of brand vouchers or inter miles or transfer points for hotel bookings.

Bro isme kaunsa science hai? CITI IOCL has list of IOCL outlets! I simply spent 10 mins to search the ones near my place in the cities i stay and the routes i take. Now only when I visit those outlets i use the CITI IOCL. Axis i have never had to worry about the outlet as i said which clearly your not so smart ass tryna act cool missed out on.
And jab log CC discussion platform pe uneducated buddhi ke saath comments padthe hai tho unko sab kuch mota moti hi lagta hai. 2.67% on Citi IOCL upto 10k of fuel spend. 4% on Axis upto 5k of spends and 4.67% on Gold Charge upto 6k of spend.
