UPDATE - AC is Hitachi. Gas is full. No leakage present. No dust present. But still ice forming and water leaking. Called service person - he is also unable to identify the issue

gas will be checked with a gauge by the technician, it should range anywhere between 130-150 which is considered normal. under 100 is low and a full top up of gas will be needed and costs around Rs.2700 for R32 gas. 10 psi of gas top up should cost around Rs.350.
if you have not done a deep clean of indoor unit (removing indoor unit completely and jet wash cleaning) costs around Rs.2200, do it and check gas.
@Budhe-Baba -- Most probably filters needs cleaning. So is outdoor unit. How old is the unit and when was it cleaned last time?
Unit was cleaned properly and deeply 1 month ago. And there is no dirt inside unit / coil / filter.
Ice formation on cooling coils is an indication of gas leakage in the initial stages. If the leakage is minor, this situation will continue for 3-4 days before complete gas leaks out, then ice formation and cooling effect will completely disappear. To a layman it's always confusing that why ice should form if gas is less, but it's true.
Technician should measure the current drawn by the compressor which indicates the loading and the quantity of gas available.

Escalate the issue
If a qualified technician has checked the AC and measured the current drawn by the compressor using a tong tester to conclude that it is drawing full load current, then he may be right. If he says same without any measurement than gas may have leaked out partially.
If gas is ok, then other possibility is choking of airflow in the indoor unit cooling coils due to dust/dirt. Check if you are getting full air flow and air throw is noticable upto a long distance. High pressure water washing of the indoor unit coils may be required to clear any long-term accumulated dirt.
When was the last time, your indoor unit cooling coils were washed with water?
