IDFC companion UPI card effectively first year free (FYF)

One can generate IDFC UPI companion card at 199 + GST sharing same limit...
However received the following communication (check image), making only GST payable...
I think higher rewards after 20/25k so GST would be absorbed with RP... share your take on this...
