I have one hdfc millennia credit card and from weeks I'm getting notification about 2nd card offer named hdfc upi rupay digital card. should I go for hdfc upi rupay digital card ?

If you need a rupay card, maybe. Even if you do, I hear Tata neu is better. And since you are already a HDFC Card holder, the issuance will be easier.
Questions you need to ask yourself first -
1. Do you find yourself scanning UPI QR codes often? If yes what is the approximate total of your UPI expenses per month? Even the best RuPay CC on UPI won't give you more than 1.5% returns. You would need to spend nearly Rs 7k to get Rs 100 in return. Time is money and getting and managing a new CC for that kind of returns is a waste.
2. Are you scanning UPI QR even when the merchant accepts a card swipe? If yes then you are better off using your Millennia CC in that case.
3. Do the merchants where you plan to use your RuPay CC on UPI accept RuPay CCs? DD is full of people complaining about merchants turning off that feature to avoid paying MDR for transactions over Rs 2k
If you are sorted on those 3 questions then consider getting a RuPay CC on UPI.
If you buy regularly from BigBasket, 1mg, Croma, Cliq, Tanishq, Titan, AirIndia and other Tata brands ONLY THEN the Tata Neu cards are a better option. Otherwise I keep hearing about Axis Kiwi, BOB Snapdeal and Kotak Myntra (the latter two need the transaction to be at least Rs 2k to reward).
The HDFC UPI RuPay Digital card might just be easy to get through with less paperwork/process. Note that it has an annual fee waived off on spends of Rs 25k a year.
Good to have as an additional card, hassle free. Rupay should never be someone's primary with a good variant like millenia

If its offered LTF or you don't have any UPI cc then ye also you can request later to make it LTF HDFC will convert it and Currently there are many offers on RuPay UPI CC are coming and ended so definitely rupay cc is must have thing.
