Is it Normal for banks to charge ATM charges when the transaction is unsuccessful because daily withdrawal limit was exceeded?

AS per the bank, 3 transactions can be done in a month from other bank ATM.
From other bank ATM, i made 4 transactions in a month.
out of which 3 were successful. 1 was unsuccessful because of daily withdrawal limit was exceeded.
bank charged Rs 25 as ATM charges.
is it justified?

Wierd thing happened with me: wanted to pay cc bill using SBI debit card so I did IMPS from my ICICI to my SBI a/c, funds credited SMS rcvd instant, after seeing this SMS I initiated CC bill Payment which failed saying 'insufficient bal' charged 25+GST
I see statement where the seq is also correct. 1. funds credited 2.CC bill txn

Yes they are taking money for every transaction denial same for online transaction via debit card . This s how now banks fooling and collecting funds but limit exceeded denied charges I haven't heard of till date
Exactly, i havent experienced this with other bank cards. when i asked the branch manager, ha said its RBI rules😤
which is issuer bank of card? and transacted thru which banks atm?
