I dont know what can be the budget for a decent laptop. Usage is only browsing, email, youtube, banking, etc.

What budget and what model will be sufficient for this purpose guys?

Get any cheap laptop for second hand ,remove Windows from it and install “Chrome OS”. It should fulfil your basic requirements.
