Need a Free new Prepaid SIM connection

Hi, 

I want to buy a new SIM as my secondary number. 

What is the cheapest I can go for.

I live in Delhi. 

Any suggestions which company SIM should I buy and from where to buy so that it will cost least. 

I asked umbrella man in my area, He says if you PORT your SIM then you will get free First recharge but if you want to buy a new SIM then you will have to pay 199 for Jio. ( And I believe the same will be for other companies as well)

Is there any way to get New SIM in free.
