want to watch some regional channel on someone else ’ Tata sky ,I have subscriber ID but not having registered mobile number with me . Any SMS format to subscribe to a channel with Subscriber ID from a non-RMN (mobile number ) ?

It will ask for pin (password) .which will need mobile number to create or to add/remove/modify channels .yes you can login to portal with sub id.
U can call up them and ask to activate that channel 
Register same subscriber id with a new email id. Put correct RTN if you know. No OTP nothing, you can register it, provided it’s not online registered already. I have done this once.
Call customer care and give subscriber ID and they will activate the channes
