Need help with smartbuy points transfer to Airline Partner

Friends, I have around 1.2lac smartbuy points (DCB) and I want to transfer them to one of the airline partners. My research tells me transferring them to Turkish airlines is best option, so please can you opine on this or let me know if any other airline partner is better. IĀ aim to do a London and Europe trip in 2024 (probably in April) so will use miles to book tickets to London.
If Turkish Airlines is actually best option, then please can you help clear my below doubts:
1) If I check on Turkish Airlines miles&smiles website for 1st April for 1 Adult fromĀ Mumbai to London it is showing me 30.000 miles *yes, 30 point 000 and not 30 comma 000 butĀ I am assuming it means 30k miles). But same when I check on Star Alliance booking via Turkish Airlines site, it shows 19.000 miles for 1 Adult (Air India is the partner) and addl taxes of some 2.8k INR. Is there any catch here or actually IĀ can get ticket for 19k miles plus 2.8k INR?
2) Can Turkish Airlines miles booking (either directly or via star alliance partnership) be done only for self or can be done for family as well? And do the account owner need to be part of the itinerary or it can be booked for a third party all together?
Pls help me as I want to transfer before 31st Dec to get benefit of 1:1 on Turkish airlines as IĀ believe in 2024 they are changing to 1:0.5.

Devaluation of Turkish Airlines transfer from DCB is from 15th January 2024 onwards.
In EuropeĀ they use . instead of comma and vice versa
so 10k=10.000
I don't have answers for other questions
