Do ask them if these expenses are covered by the PM himself through his salary or these are paid through tax payers money. If it is tax payers money, do file RTI and seek information so you could verify.

Your skin's color will NOT change. Texture too will remain mostly same. Only external layer with dirt might come off.
If too much oily, then also need to look at food intake. Maybe consult a dermatologist.

Just change your diet, drink plenty of water and take adequate amount of sleep. Your skin will glow definitely regardless of skin type. Don't try any tips and tricks as it'll make your skin only worse.
